Answer: The speaker thinks that the clouds move around the sky all day and night.

a). Who does 'you' refer to?

b). What is the speaker telling the clouds? Why?
Answer: The speaker is telling the clouds that they move around the sky all day doing nothing and wonders if the clouds do anything useful or not.
